Housing Authority’s Section 8 Program Receives a Perfect Score from the Federal Government for the Fourth Year

The Housing Authority of the City of Los Angeles (HACLA) has once again received a perfect score of 100% from the U.S. Department of Housing and Urban Development (HUD) for its management and administration of the Housing Choice Voucher program, also known as “Section 8.”

Section Eight Management Assessment Program (SEMAP) is a grading system, which serves as a report card for public housing agencies (PHAs) who administer the Housing Choice Voucher Program (Section 8). The review assesses each PHA’s quality control system with respect to compliance with program requirements and program management.

The SEMAP measures performance in 14 key areas to assess whether PHAs help eligible families afford rental units at a reasonable subsidy cost as intended by Federal housing legislation. HACLA’s Section 8 program has been functioning as a High Performer, receiving a score of over 90%, for the last 11 years straight. This is the fourth time that HACLA has received a perfect score of 100%, having also received perfect scores in 2011, 2015 and 2017.

“It is very important to us at the Housing Authority that we are servicing our residents with the utmost excellence,” said HACLA Chief Programs Officer, Margarita Lares. “With housing costs continually on the rise in Los Angeles, Section 8 is a critical program for those individuals living on a fixed income, offering them a place to call home. We take that very seriously.”
