How to Become a Section 8 Owner

Interested property owners must complete the Request For Tenancy Approval (RFTA) for a person that has a current (valid) Housing Choice Voucher. The RFTA is given to voucher holders to present to the owners. Owners cannot complete an RFTA if they don't have a prospective tenant.

After HACLA receives the RFTA, we will contact the owner or his/her agent to schedule an inspection for the rental unit. The unit will be inspected to ensure it meets Housing Quality Standards. If the unit fails the inspection, the owner will be provided a list of all deficiencies to correct. Once the deficiencies are corrected, HACLA will re-inspect the unit.

After the property passes the inspection the owner will be contacted regarding the monthly rent. Once a rent is agreed upon, the owner will be required to provide the following documents to complete the contract.

  • A lease agreement
  • Proof of property ownership
  • A valid government ID
  • A properly completed W-9

Owners should be advised that HACLA does not guarantee suitability of tenants. Owners should take advantage of all screening processes available to determine suitability of potential tenants to avoid any complications.
