Purchasing and Contracting

The General Services Department provides a broad range of services for the Authority including purchasing, contract administration, materials warehousing, facilities management, records and asset management, reprographics, and mail-processing services. In support of these services, items procured include architectural design services, insurance, training consultants, legal and medical services, warehouse equipment, office supplies and many other items. Purchases are generally divided into three categories: construction goods and services, professional services, and non-construction goods

 

Your firm can register to be a part of the Housing Authority's vendor database thereby making your company eligible to participate in the following procurement opportunities:

Large Purchases

All Housing Authority purchases exceeding $25,000 are obtained through a formally advertised and competitive Request For Proposals (RFPs), Request for Qualifications (RFQs), or Invitation For Bids (IFBs).  Generally, RFPs/RFQs are utilized to obtain negotiated items such as professional services, high-tech equipment and specialized computer software. IFBs are used for construction and routine purchases generally obtained through the competitive sealed-bid process.

 

Small Purchases

Items under $25,000 are considered "small purchases" and are subject to "informal" procurement methods including a verbal or written price and/or rate quotation.
