Board of Commissioners Commend HACLA Staff for Achieving High Performance Eligibility

February 25, 2010 – During the Board of Commissioners meeting, HACLA’s Section 8 Department and Housing Services Department announced that the two programs are eligible for HUD’s high performer designation.

This is the first time in this agency’s 72 year history, the two programs are jointly eligible to gain the “High” performer designation from the U.S. Department of Housing and Urban Development (HUD).   

This is the second year HACLA’s Section 8 Housing Choice Voucher Program has been a high performer under the Section Eight Management Assessment Program (SEMAP).  The SEMAP and the Public Housing Assessment System (PHAS) serve as a “report card” for public housing agencies.

The SEMAP measures performance in 14 key areas to assess whether the agency is helping eligible families afford decent rental units at a reasonble subsidy cost as intended by the Federal housing legislation. 

The Public Housing Assessment System grades the physical condition of the agency’s properties, its financial condition, management operations and resident satisfaction.

Public Housing Agencies are overseen by the U.S. Department of Housing and Urban Development (HUD).  HUD is expected to certify “high” performing agencies later in the year.      

The HACLA manages more than 45,000 Section 8 vouchers administering monthly Housing Assistance Payments (HAP) for more than 100,000 family members throughout Los Angeles.  HACLA owns and manages 16 large public housing developments with over 6,500 units.
