About Us

The Asset Management Department is comprised of two entities: Asset Management and Los Angeles LOMOD. Asset Management is the property management department of the Housing Authority of the City of Los Angeles (HACLA). LOMOD is an instrumentality of the Housing Authority, yet   it operates separately of HACLA. It functions as a Contract Administrator for project-based Housing Assistance Payments contracts in ten Southern California counties. To learn more about LOMOD, please visit their site at http://www.lomod.org/home.html. Both entities aim to provide quality housing for elderly, people with disabilities, and families and individuals with low income.


To accomplish our mission and goals, Asset Management works with another department, Asset Development, to acquire new units to add to our current portfolio of 2,306 units, servicing the elderly, individuals and families. The current portfolio includes market rate, tax credit, project based Section 8, and Section 8 new construction properties. Many of the properties were built approximately 30 years ago and many have annual reporting requirements to one of the following entities: U.S. Department of Housing and Urban Development (HUD), the California Housing Finance Agency (CalHFA), the Low Income Housing Tax Credit (LITC) Committee, Tax Credit Allocation Committee (TCAC), the Los Angeles Housing Department (LAHD), Urban Futures, and lender such as ARCS. We rehabilitate, remodel, and develop our properties.

In addition we oversee management companies that manage the portfolios on a day-to-day basis. Our management oversight involves visiting the properties, reviewing and analyzing of financial statements provided by the management companies, acting as liason between the on-site managers and the HACLA for those tenant with Section 8, and providing support to and reviewing program compliance of those portfolios which have annual reporting requirement.  

For those properties not under third-party management, we directly supervise the on-site managers, lease the units, accept applications, determine eligibility, maintain the waiting list, and ensure program compliance.        

Also, for buildings serving seniors (persons aged 62 and older),  Owensmouth, Las Palmas, Union Towers, Reseda Manor and Reseda East, we provide comprehensive social service program through the efforts of the on-site program service coordinators. The service coordinators provide the link between the specific needs of the residents to continue independent living and the free or low-cost social services available in the community. They promote community participation by organizing social events and trips and publishing newsletters. They monitor the safety and well-being of the residents and notify family members of the residents or appropriate authority in case of an emergency.
