The grand opening of the New Carver Apartments on September 16 in downtown Los Angles means 92 formerly homeless individuals now have a place to live. Effective June 1st, residents in the city of Los Angeles are required to follow new water use rules; all residents must cut water use by 15% or risk a 44% price hike on their utility bills.
