The Housing Authority of the City of Los Angeles (HACLA) and its WorkSource Center Portals are responding to the City of Los Angeles Community Development Department’s request for proposals to open 10 Youth WorkSource Centers (formerly known as OneSource Centers) within seven regions of Los Angeles. Winning bids will receive up to $1 million to open centers during the initial period of July 1, 2012 through June 30, 2013. HACLA’s objective is to establish a Central Los Angeles Youth WorkSource Center and a South Los Angeles Youth WorkSource Center. Each center will utilize funded and non-funded subcontracting agencies that provide specific services either at their offices or at HACLA facilities for the benefit of youth participants residing in Los Angeles and their families.
Youth WorkSource Centers (YWS) will serve at-risk youth, ages 14 through 21. The RFP requires that at least 70 percent of participants be out-of-school youth, ages 17 to 21, particularly high school dropouts. No more than 30 percent of participants can be in-school youth at risk of leaving high school without earning a diploma due to such factors as inadequate academic performance, chronic absences, insufficient credits for graduation, involvement in crime individually or within a gang, or failure to pass the California High School Exit Exam.
Agencies that are selected as successful bidders will be integrated into HACLA’s proposed programs for either the Central Los Angeles and South Los Angeles Youth WorkSource Centers. Should the City of Los Angeles award HACLA either or both contracts, HACLA will negotiate subcontracts with collaborating agencies.

The Housing Authority of the City of Los Angeles invites statements of qualifications (“Submittals”) from qualified for-profit or non-profit developers of affordable housing to act as the master developer and to partner with the Authority and the City of Los Angeles for the redevelopment of the Jordan Downs public housing site in the Watts community of Los Angeles.
A pre-submittal conference to discuss the RFQ and answer questions will be held at 10:00 a.m., September 28, 2011 at Jordan Downs Community Center located at 2101 E. 101st Street, Los Angeles, CA 90002, followed by a site tour.

PROJECT BASED VOUCHER NOTICE OF FUNDING AVAILABILITY (“PBV NOFA”) No. 7557
In collaboration with the Los Angeles Housing Department (LAHD), the Housing Authority of the City of Los Angeles (“HACLA”) invites proposals from qualified developers under the Project Based Voucher (“PBV”) Program for Permanent Supportive Housing projects that serve extremely and very low income chronically homeless special needs individuals and homeless families, transition aged youth (TAY), seniors and the disabled. The contract award is for a fifteen (15) year term.
Through this PBV Notification of Funding Availability (PBV NOFA), the HACLA proposes to make available PBV’s sufficient to maximize applications to the California Tax Credit Allocation Committee (TCAC) and leverage funding from LAHD. It is estimated that the number of PBV’s available will be 150. HACLA makes those units available subject to funding availability and Voucher cost control measures. HACLA will have the sole and exclusive right to award conditional commitments for all or part of the estimated number of available PBVs.
