Emergency Housing Vouchers

As part of the American Recovery Plan, HUD allocated 70,000 Emergency Housing Vouchers (EHV) to public housing agencies throughout the nation to address the impact of COVID-19. 
The Housing Authority of the City of Los Angeles was granted an allocation of 3365 EHV’s to be leased up by September 30, 2023.

HACLA is committed to partnering with Landlords and Community Based Organizations to ensure that this new program is a success.

Owner Landlord Information

The Housing Authority of the City of Los Angeles (HACLA) is administering the Emergency Housing Voucher Program authorized by the American Rescue Plan (ARP) Act of 2021.

EHV Incentives

The EHV Program is offering a $2500 signing bonus per HAP contract, Higher Voucher Payment Standards, Repair Reimbursement for HQS of up to $5000 and Free Property Listings to promote owner participation in making units available for individuals and families.

Through interagency agreements with LA County, Santa Monica, Pasadena and Long Beach Units are accepted for this program. Get started today by listing your available units and asking any questions at EHV.IP@hacla.org

Request for Tenancy Approval

EHV’s new Request for Tenancy Approval (RFTA) is an Electronic Fillable document that allows for electronic signatures. The RFTA is accepted only through an email inbox specifically for RFTA intake. Upon completion of your client’s RFTA, email the completed RFTA to EHV.RFTA@hacla.org

Client/Applicant Information

As part of the American Recovery Plan, HUD allocated 70,000 EHVs to public housing agencies to address the impact of COVID-19.

These vouchers are designed to provide assistance to individuals and families who are 

  1. Experiencing homelessness;
  2. At risk of homelessness;
  3. Fleeing or attempting to flee domestic violence, dating violence, stalking, sexual assault, or human trafficking.
  4. Recently homeless and for whom providing rental assistance will prevent the family’s homelessness or having high risk of housing instability.

The Emergency Housing Vouchers are administered through a direct referral process. Local Housing Authorities are working with the Los Angeles Homeless Services Authority (LAHSA) to obtain referrals.

If you think you are eligible for the program, please contact a Coordinated Entry System Access Center in your region. 

Community Based Organizations/ Case Managers Information

These vouchers are designed to provide assistance to individuals and families who are

  1. Experiencing homelessness;
  2. At risk of homelessness;
  3. Fleeing or attempting to flee domestic violence, dating violence, stalking, sexual assault, or human trafficking.
  4. Recently homeless and for whom providing rental assistance will prevent the family’s homelessness or having high risk of housing instability.

HACLA was granted an allocation of 3365 EHV’s to be leased up by September 30, 2023.

The Emergency Housing Vouchers are administered through a direct referral process. HACLA is working with the Los Angeles Homeless Services Authority (LAHSA) to obtain referrals.

LAHSA is accepting and reviewing interest assessment forms. If/when there is a match to EHV, the LASHA will notify you and provide the appropriate housing application for the PHA that was selected for your client. LASHA will also provide you with instructions on how to submit your applications once they are completed.

For a match to be successful, Case Managers are expected to assist EHV applicants from the application phase through lease up.

Case Managers are strongly encouraged to review the EHV Applications Tutorial below before completing an application to ensure successful completion and easier processing of their client’s applications.
