Howard is a life-long Angelino and HACLA’s Deputy General Counsel. He also sits on the Board of Directors of the Housing and Development Law Institute (HDLI), whose purpose is to provide legal resources and training to housing agencies and their legal counsel. His career began over 30 years ago in real estate, banking and finance. For the last 25 years, he has practiced real estate, affordable housing, redevelopment and municipal law representing various public agencies, with over the last 15 years spent working at HACLA in various capacities as a member of its executive management team.

His current responsibilities include assisting with the supervision of Legal Department operations and management of HACLA’s Procurement and Contracting Unit, including its Public Works, Labor Compliance and Section 3 Programs. Under his supervision, HACLA’s Section 3 Program has been recognized by HUD as a national model. His Section 3 Program, Small and Disadvantaged Business outreach activities, and Labor Compliance Unit’s Davis-Bacon Act Training held with the Department of Labor (DOL) and HUD have been recipients of the National Association of Housing and Redevelopment Organization (NAHRO) National Awards of Merit. His procurement operations have been recognized by U.S. Communities (now Omnia Partners) for innovation in procurement practices.

Howard enjoys sharing his experience and knowledge at trainings and conferences, including those hosted by the American Bar Association, HDLI, NAHRO and PHADA. He’s also been a speaker on the Changemakers LA podcast. He is a graduate of Southwestern Law School.
