Contracting Process Under $250,000
Micro Purchases
Purchases under $10,000 require only one reasonable quote. HACLA staff solicits quotes from vendor lists, including the HACLA Vendor Database and the Section 3, MBE/WBE Business Registry and staff outreach to vendors.
Simplified Acquisition (Small Purchases)
For purchases in excess of $10,000 but not exceeding $250,000, no less than three businesses are solicited to submit price quotations. In most instances, award is made to the business that submits the lowest acceptable quotation. If award is based on non-price factors, those non-price factors will be disclosed in the solicitation. Quotes are solicited through HACLA business databases and internal outreach methods. Purchases over $150,000 but less than $250,000 are also posted on RAMP for 7 calendar days.
Contracting Process Over $250,000
All contracting above $250,000 (the simplified acquisition threshold) are conducted formally, by inviting sealed bids or by requesting competitive proposals. To be notified of procurement opportunities over $250,000, a business must be registered on the Regional Alliance Marketplace For Procurement (RAMP), a free service provided by the City of Los Angeles and the Mayor's Office of Economic Development at www.rampla.org. Contract awards for formal procurements are approved by the HACLA Board of Commissioners.
