Eligibility
  • Who can rent to a veteran through the HUD-VASH program?​
    • Any property owner with a rental unit in Los Angeles can participate. Units must meet basic health and safety standards and be ready for occupancy. ​
  • Is there a limit on the type or size of unit I can offer?​
    • Right now, there is a high demand for one-bedroom units, but studios are also welcome. ​
  • Do I need to sign an agreement to list my property to rent to a veteran?​
    • No, you can list your property without signing an agreement. We will guide you through any next steps when your unit is selected. ​

 

Leasing Process
  • How do I get started? ​
    • Start by filling out the short online form to list your available unit. Once submitted, we will review it and connect you with a HIP coordinator who can share with eligible renter. ​

  • What happens after I list my unit? ​

    • After listing, your property will be circulated to our partnering agencies and voucher holders searching for available units. The VA will work to match your unit with an eligible renter.​

  • What happens once I choose a voucher holder to rent my unit? ​

    • Once you select a renter, HACLA will work directly with you to determine contract rent, affordable to the veteran. Once established, HACLA will inspect your unit. ​

  • Who signs the lease? ​

    • Once the unit passes the inspection and HACLA give the green light to move in, you will sign a lease directly with the veteran. Be sure to send a copy of the signed lease to HACLA so we can start you monthly rental payment. You will also sign a Housing Assistance Payments (HAP) contract with HACLA to formalize your participation in the program. The contract must be completed within 60 days of the lease start date. Once everything's signed, we'll send you a copy and connect you with your Section 8 Advisor for ongoing support. ​

Payments
  • How are rent payments handled? ​
    • HACLA pays its portion of the rent directly to you each month, on time, and through secure processing. The tenant pays their share directly to you as well. ​

  • What incentives are available for property owners?​

    • Through HACLA’s Homeless Incentive Program (HIP), property owners qualify for: Sign-on bonuses, Security deposit assistance. Expedited inspections, Damage Mitigation and  Utility Deposit Assistance​

  • Can I increase my rent? ​

    • Rent adjustments follow HUD guidelines. HACLA can help you determine if a rent increase is allowed.

Support
  • Who can I contact if I have questions or issues after leasing?​
    • HACLA’s dedicated HUD-VASH staff are here to help. You’ll also have access to the tenant’s VA caseworker for ongoing communication and support. ​

  • What kind of support does the tenant receive? ​

    • Each renter is assigned to a VA caseworker who helps them stay stable in housing and access services like employment, healthcare, and counseling.​

  • Will someone help me if there’s a problem with the tenant?​

    • Yes. You can contact your assigned HACLA Advisor or the tenant’s VA caseworker to resolve any issues or concerns quickly. ​
